MRG to prior Patient. FHIR R4 targets: Patient. See the v2-to-FHIR IG.
Prior identifiers become a second Patient. The surviving Patient links to it as replaces. A08 / ADT_A01 does not admit MRG; we still map it so the retired MRN is not left live.
